The Theodore Sturgeon Memorial Award was established in 1987 by James Gunn, the Founding Director of the Center for the Study of Science Fiction at Kansas University, in collaboration with Theodore Sturgeon’s heirs.
The awards will be presented during the Campbell Conference Awards reception on Friday, June 21, 2019. You can find more information on the awards over at the Gunn Center.
I know that Tor.com does this already; but, if we could access the nominated short stories and novelettes, then we could read them and figure out which story could win.
Yoon Ha Lee’s “The Starship and the Temple Cat” is fantastic, you can read or listen (21:45) to it at http://www.beneath-ceaseless-skies.com/stories/the-starship-and-the-temple-cat/
